Minnesota Man Tasered to Death for Non-Compliance

Authorities are investigating the death of a 29-year-old Fridley man shot with a Taser by state troopers, who said he had become “uncooperative” after a rush-hour crash Tuesday evening.

The victim was identified by his father as Mark C. Backlund. Gordon Backlund said his son was on his way to pick up his parents at the airport after they had taken a short trip to Florida.

According to the State Patrol, he was involved in a rush-hour crash on Interstate Hwy. 694 near Silver Lake Road in New Brighton. The State Patrol said troopers shot him with the Taser because he was uncooperative. He was breathing but unconscious when paramedics arrived, according to Allina Medical Transportation spokesman Tim Burke but was pronounced dead at Unity Hospital in Fridley.

Gordon Backlund said he was told his son’s heart stopped. A 1996 graduate of Fridley High School, he had no heart conditions, his father said.

“We’re looking for what really happened,” said Backlund, who said his son’s car was the only one involved in the crash. He described his son as caring and loyal, with a good sense of humor. “And it is just going to take time to figure this out.”

Police have praised the Taser — which sends an electric current — for its ability to bring a quick end to standoffs with violent suspects. But related fatalities after their use have made it controversial.

Troopers put on leave

Lt. Mark Peterson of the State Patrol wouldn’t describe the uncooperative behavior. Five troopers at the scene were placed on routine administrative leave while the state Bureau of Criminal Apprehension investigates.

According to Chris Krueger, communications director for the Department of Public Safety, the Anoka County Medical Examiner could complete the autopsy as soon as today.

It is the State Patrol’s first Taser-related death since troopers started carrying the weapons about a year and a half ago, Peterson said.

In Minnesota, 480 law enforcement agencies use Tasers now, compared with 219 in 2004, according to Taser International in Scottsdale, Ariz. In Minneapolis, Taser use is left to an officer’s discretion, according to police spokesman Sgt. Jesse Garcia.

He said it is used most frequently to quickly control a situation when an officer is struggling with someone. Injuries to officers struggling with offenders have decreased considerably since the department started using Tasers in 2001.

“It takes the fight of out them,” Garcia said.

He said no one in Minneapolis has died directly from a Taser. The Hennepin County medical examiner found a Minneapolis man shot with a Taser died from cocaine abuse, heart disease and emphysema in 2003. The next year, another Minneapolis man with heart disease and hypertension died from a heart attack after he was shot with a Taser.

Over 290 deaths nationwide

In the United States, more than 290 people have died since June 2001 after being struck by police Tasers, according to the human rights group Amnesty International. It said in October that only 25 of the 290 were armed, and none had firearms.

The group has called for a moratorium on Taser use until more research is done.

“We believe that they should be used as an alternative to lethal force,” said Dori Dinsmore, the group’s Midwest director, “not as a tool to ensure routine compliance.”

A 2004 study from the group shows many of those who died had underlying health problems such as heart conditions or mental illness or were under the influence of drugs. Many also were subjected to repeated or prolonged shocks.

However, Taser International spokesman Steve Tuttle said of the 290 deaths that “in the vast majority of these tragic cases medical examiners have ruled that the Taser was not the cause of death.” He said Taser use was listed as contributing factor in six cases since 1998.

He said studies cited in trials supported the company, which has not lost any of 61 product liability cases settled so far.

“Medical documentation strongly supports that the Tasers are a safer use of force alternative compared to hands on, punches, chemical sprays, batons and canine bites,” Tuttle said.

A Taser sends a current that interrupts muscle control. The Taser fires two barbs up to 35 feet on a wire. The barbs carry electrical current which disables the person for several seconds. A person hit with both barbs typically topples to the ground.

Backlund is survived by his parents, Gordon and Linda Backlund of Fridley, his sister Melanie Backlund Moe, and his 2-year-old son, Nathaniel.

“We’re in shock,” Gordon Backlund said. “It’s very hard to lose a child.”

Late Wednesday, BCA Superintendent Tim O’Malley said: “This is a traumatic event for a lot of people. Someone has died and in fairness to that person, the troopers, family members and others who may have been affected, we need to make sure that we’re accurate and thorough.”

    I am fairly certain this is what our founding fathers meant by cruel & unusual punishment, but these days it seems the police are above the law. I had a friend whom was in a car accident in which the passenger died all an accident he went to jail for manslaughter so should this cop. My biggest beef comes from the question WHERE WAS HIS TRIAL he had his punishment enacted until his death yet not one jury member agreed to his fate….I highly doubt this cop will get anything other than 2 weeks paid leave…thats where we the people need to step in & flood the police dept with calls & complaints. These cops are now power hungry cowards when they run around electricuting unarmed civilians because the cops see an unarmed man as a threat, last i checked they have pepper spray, batton, gun, the works, yet they just love tasering unarmed people until they are unconcious or dead. Cops have guns he didnt & when 90 percent of taser deaths are those of unarmed civilians theres only one word for that…..COWARDICE… when you find an unarmed man a threat to a heavily armed office you need phsychiatric evaluation. The worst is when you watch videos of stuff like this & hear the cops screaming stop resisting because the guy is on the floor shaking in agony, when did cops loose there souls, or the ability to recognize the evil they purpetrate. would love to see some more comments from my fellow americans…as well as the dashboard cam of the incident if it hasnt been (missplaced) on purpose yet…

    South Carolina first site of the national wiretap of medical records

    The Center for Medicaid and Medicare Services (CMS) will begin their experimental pilot program of placing 100,000 “personal health records” (PHRs) into some type of national database (believed to be the National Health Information Network), it was announced today.

    This means 100,000 Medicare patients in South Carolina have been “volunteered” to have their medical records placed into the national wiretap system. This will make it very easy to begin selective testing for DNA chacarteristics and genetic abnormalities.

    The contract was awarded to Quality Software Services, Inc. (QSSI) of Rockville, Maryland to begin this pilot program. Anthony Trenkle, Director of e-Health Standrads and Services for CMS, will oversee the program. This is the same gentlemen that annouced some sort of weak “crack-down” on hospitals that may be violating HIPAA (the Health Insurance Portability and Accountability Act of 1996).

    Caveat: HIPAA awareness was raised this week when “Dr. Phil” visited Britney Spears at Cedar Sinai Hospital and advised the media that she had serious mental issues and needed help.

    Folks it has started. Keep worrying about Real ID while the national wiretap of your medical records begin. Keep in mind that physicians will be obligated to report all patients into the national database, even if you pay cash for medical services.

    You can whine and complain and blog till your fingers are numb as all the strings are being pulled to bring about the EndGame….OR, you can get out and do something, anything. Start discussion groups with local law enforcement to educate not argue. Let them know how they are being used. Tell them about the true agenda of our government in a smart way.

    Make flyers and pass them out or put them on cars and bulletin board where people go. Don’t be confrontational with the sheeple or they panic. Ask questions before telling answers. Don’t preach or pontificate. Teach with a love for all who are asleep. Tough blog talk is just that. Most of you have never smelled a dead body or seen someone murdered…they piss and shit in their pants as they die.

    You know what really gets me about tasering and the way the cops have become? That these many deaths by taserfire are treated so cavalierly! It used to be that traffic stops like this one, though inconveniencing, could be dealt with without incident, without any need to electroshock people into submission, and potentially murder them thereby. So what’s changed? Has the general public suddenly decided, since 9-11, to get into physical altercations with police officers where they know they usually can’t “win”? Or have officers now been trained to create such so-called situations and to torture people who even simply exercise their free speech to question what’s going on and why? Obviously, it’s the latter, because white Americans haven’t suddenly become terrorists. It’s a sign of a time we’ve entered where “law enforcement” is now “slave enforcement”, where zero exercise of civil rights and liberties will be tolerated, where we’re being sent the unmistakable message that we “better” bow down to the “authorities” like good slaves, or our lives are supposedly “worthless” and “expendable”, according to these habitual criminals who enforce our control and enslavement for the international criminals of the so-called “New World Order”.

    The other thing that really bothers me is the level to which impunity for these deaths has degenerated. On a relatively sudden basis, tasers have come into widespread and common use by “law enforcement”; and now, in just a few years, hundreds of deaths have occurred as a result of the use of them, in situations where they most likely were unnecessary, where these situations were usually resolved without incident in the past, and most of those deaths have been incidents where the deceased wasn’t even resisting arrest, let alone doing anything else physically “assaultive” of the officers. But officers now routinely torture people with tasers who have not assaulted the officers or resisted arrest, and in most cases the officers literally get away with torture and murder! The very clear message being sent to us is that, if you exercise your civil liberties and rights, you will be tortured, very possibly to death, and said message is thereby calculated to seek to bring about unquestioning, cowering obedience with is the exact antithesis of freedom, and is therefore enslavement which the “authorities” unquestionably wish to bring about in violation of all free, natural and God-given rights of humankind! But we must NOT bow down to any of this!

    In anything but a “bizarro-world” where evil is taking over for a time, especially in the guise of government authority, this insanity would not be allowed to take place at all, let alone with the inherent, rampant immunity and impunity that it is, and would not be allowed to escalate as it is. But, because we now DO live in an ever-increasingly-evil bizarro-world, it is allowed to take place and to escalate to ever greater heights of occurrence, primarily with innocent “suspects”, and with escalating impunity and immunity. What kind of twilight zone have we entered, and have we come to live in!? Pretty much almost the darkest of twilight, where the bizarre is now common occurrence, and unjust death at the hand of police is an ever-increasing occurrence. Therefore, obviously, we are in the very end of this world as we know it now, where for a short time evil is being let loose to do what it wasn’t allowed to do before, and insanity and evil is the prevailing, more and more “acceptable” status quo. But now we have such signs, as predicted in God’s Word(s), that Jesus the Christ will return very soon after we see them start to occur; and that should give us a great deal of consolation, thus again bringing on the Scriptural prayer:

    yes, we are in the fourth reich, the endgame, the final solution.
    yes, whining must stop. but, each one of us must go out and work
    one by one in small conversations and prepare for the economic meltdown.
    we are in a society based on complete lies and “educating” the individuals
    takes place on a very individual basis. as the reality strikes more and more
    than they become a little more receptive to reality therapy. it’s frustrating as
    hell for those of us who “know”. last summer i did 3 months of movies on the
    commons here in ithaca, ny showing the reality of 911. i reached probably one
    new person a week, but also gave support and help to those who knew or sus-
    pected.
    alex jones is a freak; the same kind of freak as thomas jefferson, lincoln,
    jfk etc.. so far, i am much more like an “average slob”. i don’t want alex to get cut
    down. so far i support his endeavor financially. how to protect him? it seems he will
    have to move overseas to survive, but how? where?
    none of this is easy for us. we need to go forward as best we can…, as true patriots.

    This is getting a little too close to home…My girl drove by as the incident took place, unaware of course of what was taking place. It could just as well have been any one of us. Whenever I see anyone pulled over, from now on, I’m looking for a place where I can observe from and if things aren’t looking good, at least make the pig aware that there is a witness. I’m in the market for a decent camera that’ll work in low light…next it may be a good night vision scope for a high powered rifle!!! I’m up to my eyebrows there coppers…What the hell do you expect???

    A little ingenuity please. Think about the problem. The solution doesn’t seem to be lying with the creatures who dictate policy. They see only enemies, not fellow men and women. They are basically slaves to the fiction called government but they consider themselves overseers of their fellow slaves.

    Still . . . where is the ingenuity amongst men and women. What interferes with electrical voltage? Is there some material that is impervious or is there some way to capture that voltage in a capacitor and ship it back threefold to the administrator of the tase? What a shock to see an attacker (which, by the way, need not be a guy in uniform. Tasers are sold to the public) writhing on the ground with their own electricity back in their bodies. Think Nicola Tesla, think ingenuity. Start dreaming, start researching. Soon the taser will be worthless and even dangerous to use. Also - don’t be f*n greedy, forget about patents - place a description of your invention in a local miscellaneous file in a court to establish the date - even do it in patent form, then put it on the net for private research, non commercial use. Then patent it for commercial use - too many shit for brain inventors think they’re going to make a mint which is why we have this gas problem instead of genuine innovation for power. The web is the place to start dreaming and inventing solutions that the unbalanced elite who believe they are meant to rule have no answer for.

    I know wood is not a conductor. Glass might be good, spun glass clothing? What’s the force of a taser - can it punch through a thin laminate and still deliver a charge? What about a backing to a material that deflects the probes, maybe the famous kevlar is an option. Keep in mind it will eventually need to be light enough to be comfortable to wear and not bulky or obvious. it should also be something that can be used inside of pants or skirts so the legs are not a viable target. Also - remember that these imbeciles are soon to be using a taser shotgun - What will be the punch factor and how to deflect it. Dream, imagine - don’t be dissuaded. Let’s all work on it in our relax time, personal computers started in garages and small offices not big think tanks.

    On the transmitting end - realize that there is a way to send a charge out to your attacker - what is it. A straight capacitor needs some work, what about you electronic geniuses out there - remember - let it loose on the net for non-commercial experimentation. How to collect that tase energy and send it back, maybe you need more than one jolt to accumulate enough to actually send a lightning bolt back to the source - on some kind of mist perhaps?

    What the dumb nuts don’t get is that overseas plants will reverse engineer their taser design and guess what - everyone will have one and they’ll be a hell of a lot more powerful than what these idiots are using. So we’d better all plan for some defensive clothing. The insane always believe they have the power because they have so called authority. All government is fiction. It can be a useful and good fiction or a bad and eventually corrupt fiction. Because this is a corrupt fiction doesn’t mean it can’t be turned to good.

    There are good people in uniform but they are afraid because most of them are unprepared and lack confidence. The taser is a sure sign of someone that is afraid for themselves in most situations. This means they are in the wrong job and under far too much stress. They are convinced that every situation is a threat when this is not so. It doesn’t mean there aren’t serious threats - but rushing for a control solution is not always the answer. Sometimes just being patient with a problem will let any anger dissipate. And what if someone you give an order to (who hasn’t damaged anyone or intending to) walks away. Let him or her walk. Follow at a distance to get some id, stop playing asshole games because you don’t want to look weak. Patience is not weakness. Maybe it is unwise in a gang neighborhood - but on the freeway or in a mall or on a typical city street and when no one is attacking you? Do people in uniform truly want to create more enemies every time they get out of their cars?

    Research, share. There are millions of us and we are not fictions.

    it is getting to the point that many people would rather put up with crime than risk an encounter with a police officer. Cops are rapidly replacing lawyers as the most despised members of our society.

    i never wanted to own a gun before but after my last encounter with police i now feel i need one. not to protect me from crime…to protect me from cops.

    it is a scary state of affairs that cops are now the biggest criminals. literal murderers allowed to walk free among us. i don’t feel sad when i hear about cops being shot anymore. i sort of feel like “score one for the good guys” truely a frightening commentary on what this country is becoming.

    I had a friend who’s father was a judge in a small California town. He said he was afraid of the police, I countered that I was afraid of criminals. He said you can run away from or even shoot a criminal ,but the police have you helpless. I understand now what he meant. He had a lot more dealings with police than I ever had. Sad thing for a judge to say isn’t it.

    So the Taser has not been blamed directly for anyone’s death. They all had hidden or pre-existing conditions.

    Except that if the victim had been hit, or held, or bitten by a dog, he wouldn’t be did.

    If this were a street crimiinal who grabbed your purse, knocked you down so that you hit your head, and you later died from the blow, that criminal would at least be charged with manslaughter. I submit that the Taser is a much more direct cause of death, the police are guilty of a crime, and Tasers should be banned or else restricted to life-and-death situations only.

    I stand corrected and clarify myself. No one should be killed. We don’t know exactly what happened and these people should be brought to justice. All I am saying is that everyone of these cops ought to be tasered themselves. And whoever pulled the trigger deserves worse. They should be brought to justice and afforded the opportunity to defend themselves. This is something their victim did not have. No one should take the law into their own hands. Rather, we should see that these policemen don’t get off scott free and see that the justice system works. Thanks for putting me in line in what looks like a post that could be interpreted in some lesser way.

    The police departments rely soley upon information provided by the manufacturer, Taser International. There has been no authoritative, independant research of this device despite the deaths associated with it. Most investigations of these deaths justify it by saying the individual was “predisposed”. The screwed up logic is that the person was going to die anyway, eventually. We all die eventually, so it’s excusable to taser us even if it hastens our death!

    If a drug approved by the FDA were responsible for so many deaths it’s use would be terminated and the product recalled. Why isn’t the same thing happening with tasers?

    Police have been mistakenly romanticized. As a nation we gobble up cop shows on t.v. like candy! They are looked upon as god-like figures instead of the egotistical, insatiably power hungry, flawed and highly trained killers they truly are.

    We have reached the point where we must protect ourselves from our protectors. They are worse than any organized crime syndicate because they have the backing and blessings of our corrupt government. My advice to everyone is that they record in every way possible any and all contact with law enforcement personnel.

    A young man i know was told by the local bully boy cops the next time they saw him they would beat him bad so guess what he ran out of gas started walking home the cops pull up and he runs as fast as he can the big pig sprained his ankle chasing him so they charged him with assault made him pay for the cops emergency room visit ( for a sprained ankle) and the next time they caught him they beat him nearly dead problem was the cop wasnt a cop just a trainee ride along so he couldnt make any of his trumped up charges stick the young man and his parents had a legitamate case against this assault and battery but there are NO lawyers that will take the case afraid of being disbarred there is no justice I always thought that was just the way it was in the good ol boy redneck South but i guess its like that everywere I remember my parents wouldnt let me drive alone for fear of the pervert cops who had a history of rapeing girls Folks these bully cops are not a new thing they have ALWAYS been HERE thats why they are called pigs there is nothing you can do about it they were there during the Civil Rights protests, Vietnam protest and so on and beleive me they will be there when they march us into slave camps for our own good the rest of America is finally waking up to what we in small town America have always known the cops do what they want and for a price they will do what you want to your better off keeping your head down and steering clear of them if you want to live to see another day.

    I think Johnq has a point when we need to know what can deflect these tasers and how to turn that energy back on the police. I’ve been wondering about that myself recently.

    It seems the police are more interested in tasing regular citizens. What about rounding up all these illegal aliens?

    When the illegals and their supporters marched in the millions across the nation, why didn’t the police get in those crowds with their tasers?
